According to id3.txt:
    This software is free. Do what you like with it, but don't claim you
    wrote it or try and rip me off in any way. You can copy it, give it

    like (but remember who wrote it if you become a millionaire).

    Licence:
    If you use these programs a lot, and you really like them, it'd be 
    nice if you could make a donation to a charity of your choice.

...Having that said, it probably isn't safe to claim this as being 
"GPL" on the author's behalf just because it sounds like it is. So, 
until evidence suggests otherwise, I am putting this on the 
"Charityware" list.
